According to Sefer Vezos Haberacha (quoting R' Shlomo Zalman Auerbach):
Brocho before eating this: Borei Minei Mezonos
Brocho after eating the proper shiur of this: if a proper shiur of the coating is eaten, Al Hamichya. Otherwise, Borei Nefashos
On the other hand, Sefer Sharei Haberacha writes that the correct Bracha is questionable, and therefore recommends that one separate one of the peanuts from the coating and make two seperate Brochos (Borei Minei Mezonos on the coating and Borei Pri Ha'adama on the peanut).
Similarly, one can get around the issue by saying a Borei Minei Mezonos on some other product and having in mind to include the Kabukim coating.
